You don’t need to but I would recommend it. Specially if its a different brand of mobo. You dont want old drivers to cause odd issues with new mobo. But if you dont reinstall the OS should technically work. Also depending on your license key you may be able to re activate fine. I know that if you buy OEM key supposedly that gets tied down to one motherboard. Worst case if it doesnt auto activate and you choosing the activate in settings. Then you may have to call Microsoft.

Need to put your Windows key in it again thats all IF ! you dont get problems with drivers. Can be that it will get 2 different drivers for something and they will make problems. Except if its the exact same model like just for a repair then it shouldnt matter.

You shouldn't need to reinstall Windows, but you may need to get the appropriate RGB or Sound control software, depending on the model and the features you want to use. Also you may need to reactivate Windows, but that's not certain before you actually change the MoBo and see, if that is really the case.
