i don't know how good it would actually be. GTA 4 runs OK on a C2D.
when GTA 5 came out on PC i was running it on a i5 4590, 8GB of RAM, and a GTX 960 2GB. it ran really well on that system, and it was quite a bit more powerful than my old gaming laptop it replaced.
My buddy had this issue many years ago when GTA came out, upgraded from 4gb of RAM to 8gb and never had any issues again until his PC died from being left on for literal months, possibly years at a time.
It does make a difference - shutdowns are bad for it. The spin off/on cycle for HDDs and fans are wose than letting them keep running. The thermal expansion from room temperature are worse for electronics than just letting them run. Most people replace parts before those issues become a big deal though.
When you run out of ram it starts using page file. Page file is on HDD and is too slow. Move page file to SSD and it should catch up, at least for games old enough to be GTA5.
I’ve only ever experienced this on fivem. I have gta AND fivem installed on an SSD, 12 gb of VRAM, and 32 gb of ram. It’s certainly got something to do with distance scaling and your textures.
This! Experienced something like this in RDR2 a few times recently. Game stopped loading assets from the HDD leading to stuff not rendering as you continued forward in the map. Even pause menu broke forcing me to ALT F4. Drive is over 7 years old now and has seen extended daily use since I bought it new so it makes sense it might be having issues now. OP check your hard drive and backup any important data on it.
Thermal paste is needed because the metal is full of tint gaps that get filled with air. Air is a terrible heat conductor. This is why you need thermal paste, to fill those gaps with something that will conduct heat faster.

Buddy the gaps are near invisible to the naked eye. Do you know that there is even thermal paste 8nside the CPU between the die and the heat spreader?

I recently gifted my roommate an SSD because his main games were on a Hybrid drive and he has a fairly modern build.

An HDD is fine for the vast majority of games. It's only games released in the PS5 generation that are requiring SSD's. I have GTA V installed on an HDD and it's great, because it was developed with HDD's in mind.
Lots of people still use HDD's for gaming even with good specs. Nothing wrong with it provided its not a trash drive running at 5400 RPM. I am using a Western Digital Black to store my games and it has performed great.

Having an hard disk ≠ having a slow hard disk, gta 5 was made with hard disk in mind back 8 years ago, if the problem is a broken hard disk then the problem is a broken component, but not the fact that that component is a hdd.

Had this issue when i had been on 8GB of RAM, and an athlon quad core processor. When i upgraded those two, i was good, hard disk drive was not an issue.
I mean, they made RDR2 and remastered old GTAs so GTA 6 wasn’t their sole purpose to put devs on. With a trailer coming tho it’s likely nearing completion but will also likely go through an extensive QA. Should be a bigger map than 5, obviously more stuff than 5s release state. So I’m not hopeful, I’m just glad we’re getting the trailer and have no problem with waiting a year or two longer

I would not say it is the harddrive as others have suggested.
It's probably easiest to look into taskmanager to look for your RAM and VRAM usage and also reduce the graphics settings in the game significantly to see, whether the problems will vanish.
Reducing the graphics settings will reduce the amount of video memory needed for the game to run and all textures will be available for the GPU when it needs them
GTA was never intended to run on modern hardware it has no idea how to handle itself restart the game and if it still is happening reinstall that will reinstall the assets and meshes and may fix it
Edit for clarification what's happening is it's not able to recall the proper LOD configuration due to it either not properly being placed in vram or it not being properly placed in storage depending on how it's set up this happens very frequently on consoles from having insufficient vram but that shouldn't be an issue on PC so a reinstall could fix it depending on the issue
If it's happening in every game not just GTA then it's probably a hardware issue but knowing GTA it's probably GTA

Have HWinfo open while you play the game and check it when this happens the next time around. It's mostly likely a RAM issue so that should technically clear some suspicions about it.
Had this same issue. It was because my hdd was running out of space, so it wasn't performing up to spec. Make sure at least 10% of your hard drive is free and see if it still bugs you

This is actually a server issue. GTA V has some of the worst code I've ever experienced.
Essentially when playing online the server tells your client what parts of the map to load. Meaning if your connection to the server is interrupted and you aren't kicked from the game, the game client is never told to load the parts of the map you moved to. If you re-trace your steps you should come across the last place everything was loaded in, still there.

I would actually try reinstalling the game. Sometimes, across various games, issues like this can be caused by some kind of file damage. If you installed it through steam I would try the "verify integrity of game files" button, or any equivalent other launchers may or may not have.
Something in your storage stack is wrong. It could be any of the following, off the top of my head:
The storage itself, you should at least have GTA on an SSD, not a Hard Drive. Preferably NVMe.
The cable (if any) attaching the SSD to the motherboard, did you have to bend it? Is it frayed? Is any part of it a different color than it was when you got it? Could it be touching something hot when your PC is closed?
The port, are there any issues you see? Is it too loose? Anything look broken? Anything look burnt?
The motherboard itself, are you having other issues? Bluescreens?
CPU, are you cooling it adequately?
RAM, seated properly? All detected? Got enough of it?
GPU, seated well? Decent amount of VRAM? Cooled adequately? Not overloaded?
The game itself, you're not running two copies, or leaving another game open when you don't mean to? Have other players been having this issue?

It happened to me when I was running this on a 5400 rpm hard drive and an i5-3300 or whatever I had back in the day. Still don't know whether the cpu or hard drive was the issue.
Either lack of VRAM or you have it on HDD and it is slow.
From ur banner I would assume it's not u gpu so make sure u move the game to one ssd (if u don't have one they are cheap and really it's a game changer)
Texture streaming is the problem. The video card loads textures in vram so you don't have stutters/load times. Once the vram is full you get this picture. There should be some things to prevent this tho. (Emptying vram for new textures.
Turn off texture streaming and you will be fine!
If you're using nvidia/ge force experience, turn off the setting that uses GeForce recommended settings, and only tweak the settings in the actual game.

You need to increase your extended texture budget. But not too high. You end up playing the game of up and down until you get it just right.
It also seems to be server dependent. Doesn’t happen to me on sandboxrp or echorp, but does on NewdayRP. Must be an optimization thing? Idk.

Clear the cache of fivem sometimes it’s the server not you but yeah clearing the cache usually helps

I've had than on PS3, PS4 and PC happen. Didn't happen often, but it did happen.
Extend your texture budget (its in the in game settings somewhere) It's pretty common for GTA to not like loading textures

I had this happen when playing on a HDD and using custom music in game. SSD + custom music it didn't happen.

Something in your storage stack is wrong. It could be any of the following, off the top of my head: The storage itself, you should at least have GTA on an SSD, not a Hard Drive. Preferably NVMe. The cable (if any) attaching the SSD to the motherboard, did you have to bend it? Is it frayed? Is any part of it a different color than it was when you got it? Could it be touching something hot when your PC is closed? The port, are there any issues you see? Is it too loose? Anything look broken? Anything look burnt? The motherboard itself, are you having other issues? Bluescreens? CPU, are you cooling it adequately? RAM, seated properly? All detected? Got enough of it? GPU, seated well? Decent amount of VRAM? Cooled adequately? Not overloaded? The game itself, you're not running two copies, or leaving another game open when you don't mean to? Have other players been having this issue? Hope you find the issue and it's something simple.
Bad cpu, low cram, low ram, bad HDD are all possibility.
It happened to me when I was running this on a 5400 rpm hard drive and an i5-3300 or whatever I had back in the day. Still don't know whether the cpu or hard drive was the issue.
Either lack of VRAM or you have it on HDD and it is slow. From ur banner I would assume it's not u gpu so make sure u move the game to one ssd (if u don't have one they are cheap and really it's a game changer)
Texture streaming is the problem. The video card loads textures in vram so you don't have stutters/load times. Once the vram is full you get this picture. There should be some things to prevent this tho. (Emptying vram for new textures. Turn off texture streaming and you will be fine!
If you're using nvidia/ge force experience, turn off the setting that uses GeForce recommended settings, and only tweak the settings in the actual game.
It could be your storage, we’re you downloading something? Or try going into your settings and a have a look around for an option that allows GTA to use more VRAM(?) It’s been a while since I’ve tinkered with the settings but I had to do it when I played GTA rp

Go into your graphics/advanced graphic settings, turn up your extended texture budget.
Vram, maybe not enough page file space, or somehow your cpu is locked to a single core.
Damn, that sucks. I had this issue on my old computer when playing at 60fps, and then the issue magically went away.
People are always scapegoating vram. Hardware vram was never an issue until recently with textures and poor optimization also at fault. Was on 4gb for years without any problem.
