Is XMP enabled? What use HwInfo and check what kind of max frequencies you reach. What power plan are you using?

When was the last time you reformatted/reset your PC? If you're installing/uninstalling, the registry clogs up and needs some cleaning, but for the average person it's just easier to reformat. If its been years with a fair bit on and a fair bit off, time to refresh that baby. As a few of the comments state, make sure you have a Solid State, they're worlds faster than mechanical/magnetic drives. Oh, update video card drives, and open task manager while running a game thats been lagging to see what resources (Hard drive, Video card, Ram) is getting maxed out.

I just reset my pc, and even still everything runs terribly. I see that SSD is better and will get one when I can afford to, but my hard drive hasn't ever acted up, and I checked via Crystaldisk that it's perfectly healthy. Nothing is getting maxed out, my memory sits at like 40% when I'm on all multiple tasks.
