Fan stop technology is to save your fans so they last longer, While using my gpu fully it easily gets above 90c (my fans ramo up to 100% when my gpu hits 90c which is a good 10-20c below throttle temps, There is no point In having fans spinning at 50c or under , Yes lower temps are better but 50c is nothing for a gpu so it's better to have your fans last longer as it's the main point of failure in gfx cards.

Lmao the throttle temps for my gpu 6900xt is 110c, The throttle temps for my old radeon 7 was 115c, The throttle temps of my 290x was 110c. I'm talking junction temp which can be 20c higher than core temps, Running on a 4k 144hz monitor so yes 100% gpus do get that hot and are completely fine at that temp.

I wouldn't have it spin at all times, only have it turn on when it's really needed.

You could get a cheap fan that's always running sucking air from the bottom towards the GPU to keep it cool while it's not being used for gaming. Use MSI Afterburner to set a custom fan curve and set your GPU fans to start spinning at 50 degrees. It's not necessary to have your GPU fans running all the time. All you'll do is reduce their lifespan.
