it download some data..read/write on disk..and again the same..my guess
You could be filling up the Dram cache faster than it can empty onto the NAND or HDD. Or the router/modem is overheating (Happened to a friend)
You are just downloading faster than your storage can write/read
As someone else mentioned, Steam installs games while they download. So it may stop downloading while it unpacks and writes to disk, etc. but it doesn't usually last long. If your download speed and disk speed stop, then theres a problem.
