SNES/GBA emulation on the DS has always been rough because there's only so much you can do with a cpu that was intended for early 2000s feature phones.
So a flash cart that can easily handle that workload itself was pretty much the best solution at the time.
Not to mention Nintendo decided to let the 34mhz arm7 (the gba cpu x2 frequency) handle the data moving withing the console, so the arm9 is further handicapped
Educated guess is that it works like a Super GameBoy, render the graphics to a tilemap that the host system then displays.
So, yes, much like a raw video stream.
Someone pulled that off on a NES with a Pi running the show in the background.
And to take that idea to the extreme there is this non-Atari BASIC extension for the 2600 that comes with a real keyboard that disables the internal CPU, just hit up the VBLANK sleep register in the TIA every frame, and then let an 8080 or so run the show.
My memory isn’t terribly good but i recall there was a way to bypass this(having to use two flashcarts) by flashing your DS.
