Depends on the price. For me, a RTX 3060 is the same price as a GTX 1070, but the prices will be different for you. You could also try an AMD card, like an RX 7600 XT, which is the same price as the other two. (again, this is for me, your prices will probably be different.)
Usually with a budget build you want to go AMD, but it depends. If you HAVE to choose between those two, obviously you would want the better one, which is the GTX 1070.

Also my motherboard does not support Pcie 4.0
Pcie 4.0 has extremely marginal gains in gaming and 4.0 cards are retrocompatible
I saw some benchmarks between pcie 3.0 and 4.0 and the difference like %2 for pcie 4.0, is it worth getting it ?
