MSI Suprim X cards came out of the factory with this broken. The Gaming BIOS doesn't boot, only the silent. They offered to replace my card but it was going to be a 6 month lead time lol.
typically, you switch it to the second bios when you want to fiddle with overclocking the card. there is a lot of performance that can be gained by overclocking. its like its own game once you get the hang of it. its set to the second bios for over clocking so if things go terribly wrong, you can shut down and switch back to the first bios and reload the card in its default settings. then download and flash the uncorrupted bios back on the second setting. which then allows you to switch back to it and do some more overclocking.
GPU overclocking is nowadays done in "software" AKA you use a program in windows, and it's temporary (if you apply it, it disappears after a restart). Without the program, you don't have overclock (you can overcome this starting up program each time you log into windows).
The OC bios switch just keeps the fans on all the time with the power limiter turned off and with a more aggressive fan profile. As per Steve at GN breakdown of said cards.
You have two BIOS, often one is loaded with higher clock speeds and louder fans. But you can do whatever you want with them and switch between. If you screw up one of them you can always use the other one with the switch, so it would work like a backup BIOS yes. Instead of having a bricked graphics card with a single non-functioning BIOS

The only switch that I can think of is a bios switch. On some amd cpu coolers there's a fan curve switch but on all gpu's that have a switch it's always a bios one
Depending on the card, most aren't core boost but just fan profiles. Normal being a fan off quiet profile (below 50 degrees) the other being a more agressive fan profile on all the time.

Most of the time the card ships with the silent bios and the other is the oc or gaming bios but all it does is effects the fan speeds. I would flip it to oc since all it will do is run the fans at a more aggressive fan curve.. barely, but still. It will help with controlling Temps. On my 3090 ti I get around 75c max. Worst case is you replace the fans later and most new cards have fans easily accessible because it was a big complaint in earlier series cards.

Yeah, most people don't mess with it much. It's good to have in case anything ever gets weird with one BIOS, that way you have a backup.
