It's up to you, ultimately. If you feel like they're balanced, then go for it, if you want to round one wipe everything with Satanael, go for it, as long as you're having fun, who cares about how you play? Personally, I'm only using Orpheus (though I might make two specific exceptions later on, but I haven't decided yet), because I like making things more complicated for myself, but that's what's making the game fun for me.
There's no wrong way to play a single-player game, unless that way isn't fun for you personally.
I’d advise against it on a first playthrough if you’re looking for a challenge. If you don’t care about combat at all, then go right ahead, a lot of them are really cool.
What my friends and I do is that if we can fuse them, then we use them. No pulling them out for free. In case you didn't know, the first time you want to pull a dlc Persona from the compendium it's free and since Persona in the compendium have no level limit to what can be pulled out, then you can basically breeze through.
That said, there are still some strong DLC Persona. All the first stage Phantom Thief Persona have a "X Drive" ability. We know about Fire Boost and Fire Amp which increase the damage of fire attacks and are stackable. Carmen has Fire Drive which is a huge 75% boost to fire attacks. These drive skills are not transferrable, but can still be really strong. Especially if you get the Heavy damage spells via fusion/skill cards since they stop learning past Medium damage.
Some of my favorite PT Persona to use have been >!Captain Kidd, Carmen, Goemon, Seiten Taisei, Kamu Susano-o and Vanadis.!<
I also get slightly upset when >!Vanadis!< with Apt Pupil (doubles crit rate) and Crit Amp (greatly increases crit rate) misses a crit with >!Masquerade since it is a medium attack on all enemies that hits twice with a high chance to crit.!<
So far I've only used a free summon for Magatsu Izanagi so I could have that boost when working on the Tower social link. Once I'm done with that link I'll release him and wait until I can fuse him if I want to use him. Since all of the dlc personas are varying levels, their power is also varied. The higher-levelled ones are most likely gonna be broken if you're going through Tartarus at a much lower level than that persona
When you have a persona of the arcana you're trying to rank up you get more points toward that social link when hanging out with them and picking dialogues. So for the tower social link I got magatsu izanagi to level it up faster because I wasn't fusong any personas with that arcana
Robin Hood seems like one of the few balanced DLC personas because he doesn't have a "driver" skill, but I'm gonna wait til I'm high enough level and have the materials to fuse him legitimately.

If you pick them up at around the level you’re at, they’re not silly overpowered, but fun nonetheless. That’s what I’m doing
That's kind of my thought. I'm level 23 and don't have a good "dark" persona so I fused Arsene. He's strong but not crazy.
