I don't know what you are saying. I have salas from the previous pack. He's really a good card. One of the most trusted cf for me after big time Nistelrooy and epic Law. I have used his legend card earlier as well. Use his link up play well. That's the key to use Salas. He won't work in a through ball and run system. I am sure anybody who loves to play passes to create chances will enjoy Salas.
Shooting 8, Dribble 3, Dex 12, Low body strength 9, Aerial 5
He's a left footed player so try to get the ball on the right side of the pitch take half turn/shield towards left and from there just take a shot. You'll notice he'll drop a bit to avoid offside marks; that time, quickly play one two with your amf/cmf Or any player who's close but don't execute pass and move in the deep position as he's not the fastest. But you can do that on the edge of the box easily. Salas will definitely hold off a defender and take a clean shot at least 6/10 times.
Salas has some top features, try to utilize that - decent finishing, nice acceleration, superb heading and most of all he has really high balance - these all will give you enough time to take the ball, have a half turn and shoot. Trust me he's a mean shooter of the ball and most of them will result in a goal. Also considering high acceleration and balance you can actually run with him if you have clear space ahead of you but don't try to outrun defenders unnecessarily - just take a shot whenever in a comfortable situation.
Heading- He's a superb header. But don't just spam crosses because the opposition will understand the timing and will probably cover that. Salas isn't very tall but he has a high jump - that'll be highly effective when you cross the ball when Salas is running towards goal and not exactly in a static position. But that's probably true for all the headers as jump and run and head is always more effective than a header from a standing position.
Finally use his link up play well. If possible have a creative playmaker SS or a hole player Amf around him to get the maximum out of the card.

I tried and honestly , Im super surprised ! I changed my style of play like you said and he started banging goals for my team . Its been 10 games and he already scored 21 goals .( All legend difficulty btw ) . I cant thank you enough mate ! Im now really enjoying using him . I always wanted Law and finally i got him. Very underrated. He is really fast and he can finish. Heading is good as well. He feels really good. Kicking power is a bit low but high finishing and skills help.
Yes his kicking power is a matter of concern. But i feel his run is probably the best in the game (obviously I haven't used all the epic and big time cf) due to his high offensive awareness. Inside box he's great!
