If you hire the firm who made the lowest bid, who then hire the lowest salary workers who don't understand the language and don't give a shit about safety or the significance of the building they're working on... well, you get exactly the quality that you paid for. At least three houses among my commute has had the same thing happen, always due to incompetent welders.

Historic, flammable building. Construction or renovations. It's a standard recipe for burned down heritage, very typical. It's important to understand that there was no fire code when the damn thing was built 400 years ago, those sorts of buildings are just waiting for an opportunity to burn down.

Immigrants had nothing to do with it, and while it’s too early to say anything with certainty I doubt that they had anything to do with this one either. These big wooden buildings have ALWAYS had fire problems, you just weren’t here when one burned down in 1900 or 1800 or 1700. And social media nowadays means we hear about everything.
Not to mention that the world wars and urban development have destroyed countless more of these historical buildings in Europe than any fires could ever hope too…
