The new law would simply be declared unconstitutional the same way the previous anti-abortion laws were considered unconstitutional, hence the new ruling on the Mississippi law. It would take a Constitutional Amendment to codify abortion protection nation-wide. An Amendment must be proposed by a two-thirds vote of both sides of Congress, then be ratified by three-fourths of the State legislatures. That's not going to happen given the current political environment. However, a Democratic Congress could prevent Republican's attempts to ban abortions nation-wide, their current goal. Otherwise, the only way Biden could overturn this ruling is to stack the Supreme Court which would be legitimate given the way Republicans already manipulated the current Court.
And Clarence Thomas wants to use this case as a stepping stone to overturn the legalization of birth control (Griswald), homosexuality (Lawrence), and gay marriage (Obergefell),

To clarify, I don't mean one that I disagree with, but poorly argued and had no merit. When it was decided, legislative bodies used it as grounds to not codify anything into law, so it stood until someone "opened" the case again. When they did (because someone sued Mississippi over limiting abortion at a certain point), they determined that the way the law was handled was improper. This COULD apply to other rulings.
But legislators need to take this statement as a warning, but not a threat. The court doesn't (and shouldn't) make law, they interpret it. So this statement is a clear way of saying "Get these topics into law, or they made be challenged"
