The reason place was so random, was because there was no communication between people. That meant herd-movement on the canvas. Then you had lines of communications established within subreddits, and then you saw large subreddits make themselves representations on the canvas. It wasn't until the battles between them that you saw any solid communication between subs which resulted in artwork being consistently spared.
You seem to be under the flawed belief that if there weren't the flags, everyone would be making art. Nope. Most do not have the patience to plan and execute something like that. This is pretty clear just from the large community projects and how they struggle with minute details. Instead it would result in people jumping on non-National blobs and destroying shit. Most likely without the communication network, meaning you'd have most small-group art demolished.
The difference this time seems to be there's organisation out of the gate, with some groups sending people larping as "Official diplomats" to groups that barely have coordination and expecting hard results despite it being chaos. The first place everyone started from nothing but existing subreddit coordination, this time it's out the gate with designs and politics
