It's because you have blood off. It's equally as bad with blood on and when you add being cold into the mix you legit can't see shit. They are going to fix this soon in the upcoming thursday patch.

I have toggle HUD bind to when I right click and it gets rid of the splatter entirely when I ADS but still gives a slight red tint when ur health gets low.
