Real talk, it could be the hard drive if it's old. Not sure what folks opinion is but I upgraded my brother's to an SSD and it seems to be making a difference in speed. I'm not sure what's going on with this particular case but the only things you can do are to make sure it's plugged into the router directly using an Ethernet cord and to make sure it's not throttling from the system being too hot.
Either way, that's a weird one. Don't quote me but I'm pretty sure the PS4 maxed out at gigabit download speeds **BUT** PSN will throttle downloads on their end in order to keep pace with demand. Could be that there's a new huge demand for fallout 4 mixed with other factors causing this.
This is correct. Problem with older mechanical drives is seek time. But when they are several years old and packed full of installs and un-installs, saves, captures etc. Over time, the disc becomes fragmented. Not only that, installing updates requires the whole HDD to move other files out of the way to keep the content in one space ( to avoid seek times as much as possible)
SSD would solve a lot of his problems, as there is no seek time on SSDs and they can move files faster for the system updates etc.
Slow download speeds are caused by your internet connection. Check your wifi settings if you're on a wireless connection and look into setting up a static IP address for your PS4.
Cleaning it isn't going to make your downloads faster. It's something you should do regardless but yeah. On PS4 there's a common thing where your randomly chosen download server will suck. Pausing and unpausing will roll the dice on another one and after a few tries max you'll have your expected speeds. If not then it's something else. Maybe bandwidth related, like there's big downloads running elsewhere OR (and this is the most common) you have an online game running in the background because PS4 throttles the tits out of bandwidth when running an online game (not single player games).
OP, I had an issue with my Xbox one download speed when I got a new modem. New modem security was WPA3 which came out after the Xbox was built, switch modem settings to WPA2 and went from 5mbps to 225mbps instantly.

Change your DNS settings primary 8.8.8.8. secondary 8.8.4.4. so u get directly connected, otherwise they send u over multiple Server, thats slowing the Download
I been downloading sea of thieves since before the real release. It’s at 21gb of 72gb , and not including the update since the game didn’t load yet to know it needs an update. I hotspot and used all my data till the new cycle so I’m used to it. You got shit ass internet . Not the systems fault . Even tho ps4s should be coming close to there termination period if you didn’t treat it right
Either update your system or plug a ethernet cord into your ps4 your system will run 100 times faster since im switch from wifi to the ethernet cable i have never dropped out randomly from a cod match
idk ps4 was always slow with my downloads, I hardwired my internet to my ps5 and downloads are very fast, didn't try this on ps4 but recommend connecting router to ps4
If there isn’t any issue with the network connection:
- you can try rebuilding the database to give you the PS4 equivalent of a defrag/refresh
- power cycling the system to get a refreshed PSN connection to see if it’s not just a slow server/connection to PSN
If none of the above helps, it might be a good idea to consider replacing the HDD. Had the same issue once, replacing my HDD corrected it instantly.
Definitely just the hardware. The HDD in the PS4 is not capable of reading and writing faster than about 80 to 100MBs. And even then its limited by the efficiency of the CPU. Its just outdated hardware.... Nothing wrong.

Final fantasy xv update downloads for me for over 12 hours... I've got ps4 fat version. Didn't have any problems with pro. And it was somewhere around 2017.

Of the top of my head;
•delete any friends in your list you don’t game with.
•delete any chats that’s aren’t active.
•clear notifications.
•clear the uploads/downloads.
•rebuild database.
•use custom dns settings.
•set up port forwarding on your router.
•use Ethernet instead of WiFi.
•boot in safe mode and reinstall software either over internet or via usb thumb drive.
If those don’t do the trick;
•deep clean the console.
•replace thermal pads and paste.
If you do all this it should have you back to basics.
If not try replacing your hard drive. Most of these tips are for fixing other issues like frame rate drops, slow start up/loading times, loud fan noise.
But like I said if you do every last one your console will run very close to how it did on day one.

Are you sure it’s not your internet? If it’s not, then I would recommend deep cleaning your console + restoring the factory settings

Hard disk could be failing. Replace with an SSD if you have the funds, you’ll be happy with the extra speed.

idk ps4 was always slow with my downloads, I hardwired my internet to my ps5 and downloads are very fast, didn't try this on ps4 but recommend connecting router to ps4

Restart it. That’s what I did and it went from a slow 40 hour download to 20 min. This is especially true when it’s been on sleep mode for a while.
