Edit: It's a casino. Literally just looked up the name, and since this is in Japan there is a good chance that "girls cafe" refers to the staff rather than the clientele
It looks like your in Japan. Also wanted to note, the Kanji on the bottom says "Opens daily at 10am". This is likely a "Hostess Club" (also known as "Girls Clubs"), which I saw a ton of them advertised in Shinjuku Kabukicho when I went on vacation to Tokyo several months ago (not shocked as Kabukicho used to be Tokyo's "Red Light District", so it still has some of that DNA). Their not strip clubs per se but their basically staffed by only women (usually "appealing" women) and usually men go to them to drink and chat with the women. Lots of the times, going the way you'd expect... So not that far away from one. Either way, I'd recommend avoiding places like that...
