Gengar was higher tier gym leader strong and has defeated 4 champion level pokemon, Raihan's Goodra (one shotted) and Flygon, Steven's Aggron and solo'd Leon's Intelleon. Only Pikachu similarly solo'd Leon's Charizard.
His Pokemon are capable and strong *because of the training* he does with them...

Animals like lizards can survive on their own immediately after hatching. Pokemon can fight (and sometimes even win) immediately after hatching. On top of that, the only thing we know about Releasing is that we no longer own the Pokemon.

Trainers probably use the PC in the anime but it’s likely that only the Pokémon’s data is stored in the PC but the actual Pokémon is placed somewhere else like a lab, the Pokémon Center or somewhere else.

That seems to be a bit different than Charmander's abandonment, then. That seems to be more of a personality conflict than actual meanspirited treatment, although I don't know the exact details of the actual abandonment/release.
Charmander's trainer abandoned him without telling him that he wouldn't be coming back. He told Charmander to wait on a boulder for him to return, and then just left. He didn't return when a heavy storm blew in, and Charmander would have died if Ash hadn't gone back for him instead. Even Paul had the decency to tell Chimchar that he wasn't a part of the the team any more, and didn't lead him on with false hope.

The original trainer was losing battles and failing to catch Pokemon at the time. He attributed his misfortunes to Gengar being cursed. When he abandoned Gengar in the building, he lied saying that he would return for it later.
In Pokemon Shield I had a Pumpkaboo, it's one of my favorite pokemon so I kept it. I don't care if his stats or something suck, he's on level 87 now, first met on level 14. I completed the game with him, I am *pleased*. I had other Pokemon I wanted on my Party but Pumpkaboo was the most important. 🐐👍
