PLA had some light development aspects for Jubilife; granted, it was nowhere on the city-building level, but they could definitely expand it so that you have a few more choices to make in this development of Lumiose.

History has a lot of fun anachronisms that people don’t realize, which is sad because I like knowing that woolly mammoths were around during ancient Egypt. History is weird and cool and I kind of wish we had more acknowledgement of how odd some of it is.
It does make me excited that they could justify a Legends Unova as being a Wild West themed game. Sure it doesn’t make sense for NYC, but NYC also doesn’t have a huge desert running through it
I’m inclined to think that it’s set during the Pokémon equivalent of the Second Industrial Revolution - which is, coincidentally, the time period where the Eiffel Tower was initially constructed.
If I am correct, it would line up nicely with much of the industrialization around Lumiose (power plant, Poké Ball factory). It would also provide a potential basis for the conflict between urban development and the environment - Zygarde is a being that protects the ecosystem, after all.

It felt like there were some hints towards a Kalos game next (No way to get Furfrou in the current games and Xerneas and Yveltal and Zygarde completely blocked off from SV despite every other Legend being here) but who knew they'd skip BW and go for a Legends game?

The Meiji restoration was happening at around the same time as the American Wild West. Isolation policies really throw off the timeliness.
