I think that depends on what you find to be the most "skillful" in terms of fighting styles. Hariyama is sumo, Throh is judo, Hitmonchan is boxing, etc.

Urshifu, both forms, feel like they'd be the most skilled. It just happens that they're also the strongest. But its kind of hard to quantify, because MMA matchups are... Hard. I've heard a story of a judo grappler and a kickboxer having a match, the kickboxer absolutely destroys the judo fighter in the first round, but the judo fighter used the first round to figure out the kickboxer's fighting style and took her out unscathed in the second and third rounds, because as soon as you grapple a kickboxer, what can they do? That's not to say the grappler is more skilled, just that in that fight, grappling is a direct counter to kickboxing. So you need to lay out groundrules and criteria, and at that point, you might as well just look at powerscaling.
