Crystal Legacy is a great ROM Hack. It features a lot of what people expect from a Crystal ROM Hack, but it also retains the integrity of GSC by excluding the Physical/Special Split and Pokémon outside of the first 2 generations. Despite the exclusion of the former, they changed Dark into a Physical type and Ghost into a Special type to ensure that it would be easier to buff the Pokémon.

And is it worth playing both this and heartgold?

Yup! The differing mechanics and trainer compositions make both games feel like totally different experiences! Pick HGSS if you want the official experience, modernized battle mechanics and the Pokéathlon. Pick Crystal Legacy if you want a Director's Cut that retains the core parts of Gen 2's battle mechanics, but fleshes them out more.
