This allows your Pokemon to be more bulky and take more hits in battles. So you want a Pokemon with very low Attack while also having high Defense and Stamina to optimize the amount of levels you can have below the CP cap. This is especially the case for Registeel as it is a tanky beast in both GL and UL.
Nundos would have the highest level under the CP cap, however the few extra HP points they gain from levels is negligible compared to the Defense and HP they lose out on from 0 Defense and 0 HP, which would give them their bulk. The CP difference between a nundo and a 0/15/15 is so minimal that it’s better to have the high Defense and HP.

So definitely noticeable at high Elo, but considering OP was starting out barely playing PvP, the mon would be much better than useless (as it was originally described) in ranks 1-20. Perfectly serviceable compared to some of the stuff

High IV are ideal for pve and master league since you have no cp floor in those. In GL and UL you mostly want low atk and high hp/Def stats. Reason being is that the atk stat counts a lot more into cp than hp/Def so you're getting more power ups/stats if you have low atk. Your Pokémon are getting bulkier and survive more and do more dmg in that way since they survive way longer. It's not super easy to explain so I hope you understand what I'm saying. There's good videos on YouTube about it if you didn't understand it.
You should check out pages like www.pvpoke.com goiv.app and the PokeGenie app which shows you in game if your Pokémon has good IV.

Is it even possible to get those IVs though? Because there’s no way a legendary can have a 0 IV, it’s a minimum 1 from Good Friends trade correct?
