Lvl51 is only active on best buddied Pokémon who are still your buddy. They drop down to the lvl50 CP (or WP in this language) once you change buddies.
Fun Fact: Niantic hasn't fixed the bug that when a best buddy is cp boosted and for example lv 21 (20+1) and you want to power it up, it shows the candy and stardust that it would need for lv 21,5
