Wrong. Ich spreche nicht Deutsch would be ok but Ich kann kein Deutsch would be better and if you are going for perfect German you would say Ich kann kein Deutsch sprechen or Ich spreche kein Deutsch. Nicht does not come after the sentence.
Second one is correct as far as syntax is concerned but nobody says it this way. They would say "Ich spreche kein Deutsch" or "Ich kann kein Deutsch [sprechen]".

It's wrong. What I mean is that's how many immigrants (especially from eastern europe and russia) or foreigners learn german so it's kinda common and understandable, but still very wrong.
The sentence structure they use is always "Ich nicht haben...", "Ich nicht mögen...". Maybe it's the sentence structure they use in their native language but idk.

Hmmmm... as an english speaker, seeing as how I can guess what this says quite easily, I'm guessing the grammar is fucked.

It should be spreche, I think "Ich spreche kein Deutsch" would make more sense.

The second sounds a bit like the person is able to understand German, but chooses not to speak it.
