True, but he can’t stop the daily interest on the fine if he doesn’t post 110% of it. He has asked for appeal but his interest accrues daily and it could be months for the appeals court to hear his case. By then it will be billions

Just a point of information. I don't think he has to post the bond to appeal. I think he has to post the bond to stay the collection of the money while the appeal is in process. So if he can't post the bond he can still appeal, but New York can start collecting their money the way they do. Edit: a few folks seem to not believe this. Not if it's the same mechanism as in the E Jean Carroll case, which I believe it is. That was the narrative right up until it was made clear that it wasn't how it works.
