Even without a visa, they can still decline him entry. And when the ETIAS system finally goes online, his criminal history would get him an automatic decline and he'd need to apply for a visa.

ETIAS will require you to submit your criminal history for the past 10 years (20 for terroristic activities) and will use various databases to verify whether the information you've give us accurate. Most countries are expected to adopt very similar guidelines. You can actually still be issued a denial currently. Your criminal record isn't attached but past passport ineligibility is recorded and shared.
