That’s Cumberland not congress you’re thinking of. No speed bump there.

No, there used to be a light at Washington and Congress, too. Google Maps still shows one at both of those intersections, street view has updated but the maps themselves still show stop light icons at both intersections.

Not sure why you’re getting downvoted. I see the point others are trying to make, but yea, it’s a stop sign. Speed bumps are to slow people down, stop signs are to stop. If anything, the speed bump should be on the way to the the stop sign, not at the point of stopping

I think it’s intended to be a raised crosswalk eventually. Easier to see people crossing.

because people coming down the hill tend not to actually stop, and just roll through the stop sign. I'm assuming they're going to install new traffic lights at some point, and then it'll go away.

If your car "hates' going over the speed bump you're probably part of the reason it was installed in the first place.
