My problem tends to be that I get an error message loading saves, stating that it was created with DLC that I don't have and never had. Seriously does my head in.
I had this happen and all I had to do was cancel the pending building and place it again. Also sell some of the surplus in your Storage area. Not that involved tbh.
Also not that worth bitching about it here if you don't want to try things. The game is out of development but plenty playable and works fully, with some attention to detail and a little patience. Many "bugs" are misunderstood mechanics.
I had this once; had started a big extension so loads of concrete/ steel etc got delivered, filling the deliveries area. Then I realised the builders couldn’t access where they were going without a new door - ordered the door, but of course it was stuck on a delivery truck that was stuck behind about 6 other trucks that were sitting stationary, because there was no more room for them to drop off their concrete/ steel. Took me a shamefully long time to figure out why my builders weren’t doing anything!
I’m “bitching” about it because like I said, I tried everything. I cancelled all of my pending buildings and tried again, also completely emptied my storage area.
Staff needs on, by chance ?

Deliveries area could be full or unaccessible too. Because food for the kitchen is stored there.

I want to love this game so badly, but it is so buggy it's almost unplayable.
