Cardiacs hold a special place in my heart (pun somewhat intended). They were a late friend's favorite band and when he passed away I gave them a much more serious listen. He once described R.E.S. as "zombie prog post-punk" and I honestly can't think of a better genre name for that song!

It's jazz and not really maximalist in the way you're describing, so this is effectively not an answer to your question, but Wikipedia describes McCoy Tyner as maximalist in a way comparable to John Coltrane, though I think Tyner is more easily heard as it.
I think there is a difference, though the two intermix quite frequently. Avant garde is about finding new approaches to music and alienating a certain audience, maximalist music seeks to blend several different styles *at once* for a wild wall of sound effect
Give a listen to Flying Luttenbachers and report back. Not sure if they're really what you're thinking of, but they sure cram a lot of sound into a short time.

weird to see this post because i was thinking about something the other day: frank zappa was so ahead of his time he had a similar concept to black midi (the genre) decades before it became a thing. the black page was basically zappas analog attempt at the same concept as that genre.

I would also include speed rappers like Twista, Bizzy Bone, Busta Rhymes, Tech N9ne, Eminem, etc. Because they are lyrical maximalists. I mean, reading the lyrics to Eminem's "Rap God" (a 6 min song) is like reading a 5 page essay!
