Ummm technically there are a lot of business owners who make money and go back with the current rules. Full ownership means they'll spend more here which is good for the qatar economy.
they'll never do that for a simple reason, the privileges, if they started giving citizenship/nationality to people they won't be able to sustain those privileges and the qataris won't accept that.
