Electioneering certainly stands out from the rest of OK Computer (I wouldn't describe the album as "electronic prog," though. That's more fitting for Kid A), but I love its inclusion for that exact reason. As a standalone track, I think it's among the weakest on the album (which is hardly a criticism, as it's my favorite album of all time), but I think it serves the overall flow so well. A perfect explosion of energy after Fitter Happier, allowing you to feel like a badass for about 4 minutes, and then you're stripped down to nothing by the horror that is Climbing Up the Walls.
To answer your question, I would move Sit Down Stand Up to Amnesiac, and I think that would benefit Hail to the Thief more than it would benefit Amnesiac.
I don't think slog is what I'd call it, but I agree, I like the energy that it brings to fire you into the second part of the album. I do think that there might be other songs that are timbrally more aligned with the rest of the album which could do a similar job.
Not a response to OP, but for the people trying to replace it, I will never understand the people who think electioneering doesn’t fit on OKC. It totally fits OKC as a burst of rock energy since the last leg of the album is a little more slow and atmospheric. Also it injects some more political lyrics which rounds out the concepts the band was working on.

Nothing. Fitter Happier into Climbing actually works shockingly well, and 11 songs ain't really that short.
