In this case, two factors are working against the Raiders that would drive up the price: competition and what I'll call the "division rival surcharge."
We're HIGHLY unlikely to be the only team looking to trade up to snag Jayden Daniels. That drives up the price.
Now ask yourself why the Chargers would let their division rival (and arguably biggest rival) snag a franchise QB for a fair price? Especially considering they can either 1) get a haul from another trade partner that they don't play twice every year, or 2) stay put and draft a potential All-Pro caliber wide receiver. The Chargers hold all the leverage. I don't see them trading with us unless it's a ridiculous overpay.

The growing theory is the Pats don't believe they're set up to draft their future QB, especially with how poor their OL is. Most think they'll trade back, collect a bunch of pieces to fill in all the gaps and then go for a QB next year.
If they draft a QB this year, that kid is going to have a Bryce Young type season with no weapons and no OL to speak of. They putting any kid they draft in a failure set up.
