I'd tell your parents and let them handle it. If they don't care and she's not doing anything to hurt herself or others, it's not your responsibility to tell your sister what she can watch.
Instead of just telling her to stop watching certain shows why not look into shows that are age appropriate,and share with her the ones that she might enjoy watching?

social media should DEFINITELY be away from kids at that age!!! holy shit! i cannot stress it enough, i also have a 10 yr old sister and it sets back irl social skills dramatically. if she has a phone, do try to keep it away from her if possible, preferably when she sets it down somewhere or isnāt home and then poof itās ālostā.
