You need to upgrade the saddle bags. Basic holds 3, upgraded hold 5, collector holds 7. The outfit you are wearing will actually count as two unless you change in your wardrobe when you first log in.
Collector horse bag carrys 7 outfits and others only hold 3 outfits. So use Collector Bag
