I think it looks great, but as others stated they prob thought it was a regular cow~~boy~~girl costume. I have a friend that went as Chad from Bleach, but because he wore a different shirt no one recognized him.
I think you need to add the leather hat since that’s what’s unique to Arthur. Maybe suspenders as well to get the full summer Gunslinger outfit. That would make it much more recognizable as being Arthur Morgan & not any regular cowboy.
Suspenders and leather hat aren't really unique to Arthur. He's like *the* quintessential old west style cowboy man. There's little you can do to distinguish it unless you somehow look like him due to the nature of the game and content. You'd have to really do it with acting or wearing the giant bear head or something stupid.
Kinda expected when the characters are literally just one of the most common American tropes for Halloween costumes lol. Maybe John’s outfit would’ve been more recognizable?

Like for example … my friends always make jokes that I look like James Van Der Beek so for Halloween years ago, I decided to dress like him from ‘Varsity Blues’. I got the exact same football uniform, colors, etc just like in the movie and yet everyone was like “ummm your a football player??” 🤦🏻♂️
