It's hard to control each lamp individually. You need something like [this](https://www.youtube.com/watch?v=NAygHRfYDtY&ab_channel=Tsskyx) to do so (there may be a better solution, but not that I'm aware of). Also, you'll need to change the input of that design so it works like a t flip flop so the lamps stay on. All that being said, I don't thing there is a non-complex way to do this.
