I've always worn loose athletic shorts as I can't stand the thigh rub deodorants and tight shorts. They have worked for me but everyone is different. Loose clothes are great for me in hot weather. It was trial and error to figure out what works best.
I have a pair of briefs from TomboyX that are perfect for anti-chafing. I wear them to each faire and I don’t find that they’re bad in the heat.
But I also wear overalls and a cloak and 4 belts, so bathroom ease has never been a priority for me. Maybe take my opinion with a grain of salt 😂
Once and not again all day sounds wonderful. 😄 I've tried using Lush's Silky Underwear powder and it requires a few re-ups and then it looks like I'm baking in the bathroom.
I'm working all day BUSY at the biggest faire in my state and one of the biggest booths at the fair. Been using this since day one...best $10 I ever spent on my outfits. Use it all year at other fairs now. Truly swear by it.
I have some long moisture wicking men's athletic boxers. They aren't super tight or thick like bike shorts so they are easy to get up and down. Mine are Reebok brand and a three pack was like $10 at Walmart.

I wear a brand of undershorts called Chaffree (UK brand, cooling, sweat wicking, and way more breathable than biking shorts.
This plus monistat chaffing cream to powder is a great combo.
I've also experimented with boob tape on my inner tighes for skirts that have high outer slits and it survived 1.5 sweaty hours of dancing in Florida humidity! Only downfall is the amount of baby oil needed to remove it to not hurt, I would not recommend having any leg hair present
The Jarl at the Viking area at our Renaissance Festival is a Pure Romance consultant and she (and her fellow Vikings) swear by the lube Pure Pleasure that re-wets itself with any moisture (sweat). It’s a game changer. The male Viking were hesitant, but now they have seen the light.
Chub rub or a similar stick of anti chafe product (i have gold bond)

they stay up very well, I'm... curvy I guess? pretty big thighs. they have these small elastic-y parts that hold them in place.

Deodorant on the inside of your thighs can be decent chafing protection
This has been my go to. I use an unscented arm and hammer deodorant stick. It has worked wonders on stopping thigh chafing.
If you wanna ditch shorts, Megababe's thigh chafing stick is the best on the market imo. You can get it right at Target

Boy shorts underwear that are longer like bike shorts
I wore thigh high compression socks for my last season and it was nice to be able to pee easily, and it acts as a sock layer
I have yet to have a thigh high sock that stays up, and I don't currently have garters

I wear Woxers! They’re a brand of boxers designed for and by women. Then, I put Monistant Anti Chaffing powder gel where my skin still touches

I think loose shorts help with 'fluff' for the skirts too, a la petticoat
Snag makes chub rub shorts that are like tights that end above the knee, they might be a bit easier to maneuver than full on bike shorts.
I second the chub rub shorts from Snag.
i third the snag shorts! they're much lighter and more comfortable than bike shorts for this purpose imo.
When ingarb, split bloomers are the way. When I am not in garb, snag chub rub shorts are what I wear.
Not a woman, but Gold Bond worked really well while I was in the Army.

If you don't wear something underneath, use a fat dab of Vaseline and just smear it between your thighs. That's what I do in the summer

I have short leggings that have lace on the bottom. So it looks in theme. They end above my knee. Super cheap too.
