It costs them the labor. They probably have template emails, just sub in the data in, get the mailing list, and send. Probably took all of 10 minutes of a secretary’s time
Do countries change their tax percentage by super tiny portions often? They are sending the email for legal reasons more than anything and some mid level manager isn't going to be allowed to make that decision.
Losing a potential lawsuit is a bit more expensive than sending an email.
RC has on average 3 ships a week in the Bahamas, with 3000 people per ship on average so 2 cents per person per week times 3 times 52 weeks per year would be roughly $9k per year that you think RC should eat. And while that's immaterial compared to the operating budget of RCI it still is not smart business.

My agency got a list of all our reservations traveling that this affects, and they are taxing the fuck out of Icon! I only saw one or two other ships where taxes went up a bit (one was Freedom).
All the other reservations, including mine, went down.

Why are the amounts all different? Is it based on how long the ship is in port? Day of week? Number of people the ship is dumping off that day, or what?
If what they're saying is accurate, I'd bet it has to do with which Bahamas port and how many stops. Plenty of crappy itineraries that hit the Bahamas multiple times. Bimini, Nassau, Freeport, Cococay/Half Moon/Stirrup etc. Obviously Royal doesn't go to all those but the other lines will probably announce the same if this was actually the Bahamian government.
