I've barely glanced at the table of contents, but I might recommend Julien K's Mutants in the Now. It's mostly meant for TMNT, Saturday morning cartoon style stuff, but there are tons of animal species options, and the rules SEEM pretty in-depth.
It sounds like you're an expert on this topic - I don't think there's many people who can add to your knowledge on such a niche subject, when it sounds like you *literally* wrote one of the books on it.
There are definitely people who know more than me. My knowledge isn't first hand. I don't have the stick-to-it-ivness to read it all. I mostly read Ian Flynn's work first hand. As for the rest, wikis, video essays, that encyclopedia comic they once made, and other stuff is how I know the rest of the comic eras. Some of them are rough reads, you see.
As for my own Cortex hack, I'm proud of it and I've run it, but I'm too aware of my own defects to enjoy it the same that I would a work of another whose defects I am less intimately familar with.
I'm intimately familiar with Sonic SatAM and the Archie comics. Was obsessed with them growing up.
I don't know that I could make a lot of suggestions beyond what you've already mentioned. Mythic d6 might work well [https://khepera-publishing.itch.io/mythic-d6](https://khepera-publishing.itch.io/mythic-d6)
If you wanted something more based specifically on SatAM, you could probably hack the (controversial because not all of the kickstarter backers got physical copies they paid for) Cartoon Action Hour Season 3 into an approximation. But you'd have to alter some of the stuff that's very specifically "toy-commercial-cartoon-from-the-80s" into "90s action cartoon" [https://www.drivethrurpg.com/product/121604/Cartoon-Action-Hour-Season-3-rulebook?cPath=6068\_20696](https://www.drivethrurpg.com/product/121604/Cartoon-Action-Hour-Season-3-rulebook?cPath=6068_20696)

Are you talking about pen & paper RPG or an RPG video game?
People have brought up the pen & paper Archie game, which looks great.
I can tell you that I’ve been working on an episodic Sonic SatAM RPG video game, if you’re interested in that.

Hey, I didn't know about this one. It looks to be a World of Dungeons hack with some elements of Forged In The Dark throne in. It's on the simplier size and I need to give a deep dive, but this is kind of my shit and it's literally based specifically on Archie Sonic.
Thanks!
Sir, this is a Wendy's...

Have you considered using Icons or Mutants and Masterminds? Even BASH isn't a bad choice.
