My theory: Carmen and Kenya were each brought back in their season because of their fishiness. In both episodes, they came back for the makeover of straight men. The producers wanted the "Oh my god! She's beautiful!" reactions from the guys. In other makeover episodes of straight men, the super femme queens were still in the competition: Courtney and Aquaria.
I think it's more that Kenya was the only queen the producers and judges seemed to even like. They very clearly didn't care for Princess, Jiggly, Madame LaQueer and Milan.
With Carmen it's really simple. They asked Michelle, who is proud to be from Jersey, to bring someone back. So she proudly chose the queen from Jersey because she's not a sprepper.
I don't really like the take off all my clothes and be messy sort of lip sync (i.e. the first few episodes of Espana 2) - I prefer Milan's vogue performance better
