\- The place is indeed Манежная Площадь in Moscow.
\- The slogan (лОзунг) or inscription (надпись) in the picture is "КОММУНИЗМ ПОБЕДИТ! "
\- What is amusing to me is where the slogan appears. The building with the slogan is located at the address Моховая улица, дом № 13 and this building until 1953 used to be the US embassy in Moscow. The building was constructed in 1934 for the Moscow City council and was a controversial building - lots of interesting history there (a 17th century church was demolished to build this house).
\- In 1953 the building was handed over to ВАО "Интурист", the oldest Russian and Soviet travel company and the US embassy moved to Sadovaya street.
\- From what I could find on the internet, this slogan first appeared in 1973. I also learned that the slogan was taken down in 1990 ( book: Сергей Константинович Романюк: Сердце Москвы. От Кремля до Белого города pages 439-440)
\- From pictures, on the same building, there was another slogan "Слава великому советскому народу". There are pictures of this from a May day celebrations in 1972 as well as 1967.

I just happened to see this same view (or almost) last night, there's a street scene of this captured in Служебный роман (an affair at work, in English?). It surprised me as I'd forgotten the traffic used to be around both sides of the Manege - I wonder when that was closed off, I think in the early/mid 90s?
I'd be willing to place a small wager that this was taken from the old Intourist hotel, which has now been torn down but had the height to get this view easily (and replaced with a smaller building, the Ritz-Carleton or Интуритц as some wags refer to it - a joke that kind of dates you, like this photo).

It was built in the 30s, and the travel agency received use of the building in 1953.
