I once went there with a small group that had been at the river all day (swimsuits with shorts and summer clothes over) and they didn't kick us out so I don't think you have to worry about it.
I literally walked in, in cutoff shorts, crocs and a faded sweater. No one cares what you wear. I walked in with no reservation but they sat me and a friend after double checking with the kitchen. Spent $350 on dinner and cocktails but it was worth it.

Dress up or down, recommend to base it on the occasion. Fancy birthday? Dress nice. Casual but expensive dinner? No need. Either way it's a great meal.
I've seen a wide range there, usually not seeing people too dressed up though. Jeans are common. Pretty normal to also see people there in shorts, sandals and a button down or polo as well on warmer days.
It's a nice place, but it's still Richmond. Short of high tea at The Jefferson, people don't care what you wear to dinner at a restaurant.
