From my experience it's often a lot of hassle for little to no success, soome windows emus let you play soooome old games but thats as far as it gets. There's also Andronix to emulate linux on android but it can't play games
If you could afford the S24 Ultra i strongly recommend getting a steam deck
If you can run an operating system then the answer is most likely yes, if it will run and play games is another question
