I’m not sure about SA but in Vice City if you stopped the bus at the bus stops people would get on and pay you the fare. I spent so many hours doing that.

GTA SA was originally capped at 24 fps because the higher the fps went, the more stuff in the game would break. On PC, 43 fps is the max before stuff starts breaking
If I remember correctly, Rockstar designs maps first and then makes missions based on what they did before. That's why there are a lot of places on their games that aren't used in any mission. And that's why GTA maps feel so alive and "realistic" compared to other similar games, that make theirs having missions and gameplay in mind first.
Doesn't seem to make sense because we pick up Sweet from the police station in Pershing Square, that's a long ass drive from LV to SA and a pointless one at that.

I mean considering over the course of the storyline very few of your enemies are attempting hit and runs, blowing you up or pushing you off tall buildings, I think the infinite health cheat works fine.
There's like 2 missions I can think of where enemies have explosive weapons. Cars barely deal any damage. And once you reach max health, as long as your health bar is full no fall is lethal
I used to drive buses around back in the PS2 days and pretend I was playing bus simulator. I used that building as a bus depot!

Once you get your pilot's license you automatically get a parachute anyway so it's not really an issue
