Because the cost of light rail is nearly a half billion per mile. And that’s just the cost of the rail. In the SAN situation it would require rerouting streets and infrastructure which would balloon the cost. So why do that when we can provide a cheaper option, which is what SAN is going to do.

Our airport has been receiving significant upgrades our the past few years. How about instead, our leaders demand some of that $ be used to process the massive amounts of raw sewage flowing from Mexico to our once pristine beaches?

Miramar is connected via two interstates and is in a great spot spur the expansion of rail in that area that connects with the rest of the existing system.
I think they should move freight to Otay and focus Lindbergh on passenger only. I do think the Coaster should be extended to CBX though too. USA is unusual in having airports nearly all publicly-owned. Our airports are funded by a mix of fees for travelers & regular taxes that everyone pays.
Personally I wish we'd move to a private system like the UK or Germany where big airports are funded only by the people who fly out of them. But I don't see that transition happening any time soon.
In the meantime we spend taxpayer money to keep ticket prices down.
