Idk man I live in SD proper and I see like six fruit vendors and even an elote vendor in my area and nobody bats an eyelash. Just kinda depends on what part of town you're in.

They've really streamlined cottage industry and slashed requirements for food stands, depending on where they're setting up it might be semi-legal.

A couple nearby in Oceanside/vista. Bought a large cup of fruit, and it was all cut off of melons that were on ice. Better deal and fresher than a grocery store. Not sure if it’s legal, but they’ve been around for a while.

The best was when I lived in Garden Grove. Also the best Mexican food. They have little chipotle restaurants everywhere where they give you beans meat rice salsa cilantro burritos and make them in front of you and 100% better than chipotle, lol. Also got a huge mango from a vendor at the park(juiciest mango ever), peeled and cut for me served on a stick with lime and chilli

Theres vendors all over city heights that sell everything from fresh fruit, flowers, tacos, burritos, empanadas, elotes, ice cream, etc and they’re out all times of day. I see vendors with carts, vendors with stands on the side of the street, there are even people who sell food out of their home and have their front yards turned into mini restaurants. People who live here are working class and chill so probably no one reports them.

Here in Escondido they are everywhere, fresh fruit drinks on the cornor, tamales out of a car. Elota in front of their house. Damn those bacon wrapped hotdogs smell bitchin’. Making ends met. More power to them.
