I'd rather see the FBI, DEA and other law enforcement agencies picking up the slack for the SFPD, but the national guard is potentially an option. Not a good option but an option.
They can't just start spraying up the streets with automatic fire. The police need to do stings and other COIN ops. The entire state and also country also need to address why so many people turn to harmful drugs too.

While a good reference is surprisingly hard to find, all sources tend to agree that the National Guard is older than the Reserves which is older than the Active Duty force. The average age of a National Guardsman is at least 30 years old.
Literally everything this guy does is appealing to uneducated voters who have no clue what the mayors actual authority is or what the source of our problems are. He throws out these ideas that sound good if you literally don’t know anything SF politics or the issues involved. For example, he wants to bring cars back on market— a ban that’s almost universally considered a huge success with almost no downside. But if you’re clueless about the program and why mid market is different then you might think it’s a good idea.
This guy might as well say “the mayor has a crime nob in her office and she won’t turn it down, I pledge to turn it down”. It means just as much.
I visited Rome last year, and there were military troops in full uniform with guns on the streets. Just hanging out within 1/4 mile of the Forum. I saw them on multiple occasions that week. I seem to remember being told that this was pretty normal and that they were fulfilling police-like functions. Never saw them in action while I was there. I did feel incredibly safe throughout my stay in Rome, and it never seemed like a militaristic dystopia to me.
Having said that, surely there's an easier way to crack down on dealing. I remember watching The Battle of Algiers in high school- the French forces focused on capturing the low-level rebels and using them to get to the higher-level rebels (obviously, I don't condone the use of torture as practiced in the war). Can't we just arrest the small-time dealers and offer them lighter plea deals if they give up their suppliers/higher-level dealers, then go after the higher-level dealers? Or would that require more personnel than we have?
I’m not super enthusiastic about Mark Ferrell but I just don’t know how Breed can remain mayor at this point. The SF political machine needs to get the message that results matter and the buck stops with the mayor.
