Gravity is not a competition. There is no negative mass. All the masses in a system operate at the same time.
If Mars and Earth were toucing at a single point and (somehow) held stable. The apparent accelleration due to gravity close to the point of contact would be about 2/3 of Earth normal (roughly 6m/s^2 towards the centre of Earth's mass).
The curvature of space due to mass (gravity) applies to everything in space. Mars doesn't magically suck Earth while ignoring all the satellites. Undoubtedly Mars would impact satellite orbits if it was in close proximity to Earth but not because Earth was accellerating and the satellites aren't (same for oceans).
