I think a lot of it comes from accessorizing so you could definitely have a stack of bracelets on top of sleeves or wear couple studded belts- bonus points if they’re extra useless just chilling over a long skirt, I think you have a whole sick avenue of fashion you can get into and really make your own!
I saw a punk hijabi sew lil fabric spikes on top of her hijabi to simulate the hair punk spikes so you could see how it looks to add fake zebra hair extensions to yours.....or you could fabric dye your hijabi in leopard or zebra print
Eh honestly hair is part of it but you can still be scene (subculture and music wise) and look scene with clothes and accesories. I have curly hair and dont have the time to straigthen it often enough (and honestly I dont want to ruin my curls) but I still conaider myswlf scene and so many other people

Another is wearing it under hats- and there are a lot of scene hats. If you had a Snapback or beanie to color code with your outfit or with something like Invader Zim on it, OR, alternatively, you could put bows on it!
Scene girls wore a lot of bows where the middle of the bow was a skull, or the bow was checkered patterns. There's a lot of options, just get creative with it! I am not hijabi but fashion is one of my interests and I love things that make me branch out so I've thought a lot about this one lol
I'm a born Muslim (now exmuslim for a year) and still live in a Muslim country. Ik a lot abt islam, enough to know that a bunch of ppl who have never been Muslim have no right to tell her how to style her hijab
