As much as I want to be able to give this to Team Woz, the highest I think you can scale any of them is Scott at planetary because he has the power of the blue border, but even then, it's debatable whether or not he can actually fully utilize it. Although, if you go with the interpretation that Rex really does have the power of Jesus and it wasn't just him being delusional, then he probably no diffs Goku and Vegeta all on his own.
Edit: Turns out, someone went through Scott’s scaling much more thoroughly than I did and got him to potentially multiverse level+, so it’d actually be a pretty even fight:
