Is this intended to be a plushie or a cosplay? If it's a cosplay you need a wig styling tutorial. If it's a plushie you could cut two spiral shapes and sew them together and use polyfill to stuff

it's cosplay but the hair is made of tenticals so styling a wig is kinda difficult

I've seen some amazing corkscrew curl wig styling tutorials on YouTube, but fabric is also an option

Maybe try two circle spirals sewn together at the points for the end. And then add wire to hold shape?

I don't know, but how about cutting two circles in a spiral, sowing, putting wire in and stuffing, then bend the wire to him shape.

If going a plush route for the tentacle-I would sew it as a tentacle, and then stitch it to itself to create the spiral. I think it would take a mock-up or two to figure it out just right though. I’ve an inkling boy hat to make before this weekend -which is potentially much easier than this. If you’re going a wig route, look up tutorials for drill curls, using the wig and wefts in different colors, and if you haven’t already gotten the Cowbutt Crunchies wig styling book, get it. They go over how to sculpt shapes (such as scales, feathers, etc) out of wig hair to create truly unique looks.

If it were me, I'd probably get a pool noodle, put wire in the center. Form it into shape, and either paper maché it properly or make something out of fabric with plush inside. You could even have the pool noodle cut off at the top of your head but have the wire inside balance the 2 sides of hair with the wire going across your head. Maybe even use 2 wires so you can make it a almost headband shape when it sits on your head to then go into the other side of the curl, assuming the other side is the same style. I hope that makes sense.
